Tryign to download ps4 software keeps downloading in adobe

Yes every single time I power it up, the latest update begins downloading automatically. It does not install thankfully so I can just delete it, but why does it keep doing this? In addition, I have numerous installed games that have updates downloaded and pending instal. If I try to start any of those updates however, I am asked if I want to update the system to use network features.
